There is a very badly maintained Ms. Pac Man cocktail cab in my area. The monitor has severe burn, the joysticks and buttons are nearly falling apart but working, and the cabinet itself has water and milkshake damage all over (it's in an ice cream parlor). However, the game itself still works perfectly. What is this cabinet worth?

First, I would be curious how much the Ice Cream Man was asking for it.
After knowing that, what size monitor is in it? What type?
After knowing that, you can figure how much is it going to cost to repair/replace it.

Don't know how bad the water and milk shake damage is to the cabinet itself, but with some wood from your local lumberyard, you can fix that.
Head onto ebay, or http://www.coinopexpress.com/ (http://www.coinopexpress.com/) or www.quarterarcade.com (http://www.quarterarcade.com) and other similar sites to find a price for a working Ms. Pac Man PCB.
I would say, based on your description, the cabinet is worth less (maybe even much less) than you are going to have to shell out to restore it.
