Hey guys I purchased a TC 1600 Crescendo Systems transcoder to run Component to my Sony WEGA KV-27FS120 TV. I hooked it up and this is what I got.
Any ideas?
BTW anyone know what the adjustment stuff means on the back? It ays Gamma, H-Width, V-width, H-CRSE, H-Fine.

That TV is SD only. Thus, you will need to configure your PC to output 480i or 240p (60Hz). Looks like you're in 480p (VGA) or maybe even SVGA (800x600), and the TV won't work with that.

Thanks for the quick reply! Do I need to use Soft 15khz to configure my PC or is there something else I can configure on my PC , ie- something in settings of windows? And do I need to set my TV to anything special?
FYI- I am using a ATI Radeon HD4350 video card and I know for a fact people have got it to work...just don't know how lol

Windows will not let you configure low-res modes like that since PC monitors generally aren't compatible. Soft15khz and CRTEmuDriver are the two popular hacks to do it.

Thank you. I've heard of both, you recommend one over the other?
Also, would either of those work before windows startup? Just wondering because when I turn on the computer and windows is loading up will the screen be all screwy?

I haven't used either in ages. I'm, generally speaking, a Linux user, and Linux actually happens to make this comparatively easy. The last time I set up a Windows box for this, CRTEmudriver wasn't around. I'm told it's better, but Soft15kHz is the old standby. They're basically both registry patchers and rely on known the registry hive quirks of various drivers to redefine and add various modes.
None of these options will work prior to your OS running. The only way around that is to reprogram your video card to interlace text mode and downscale, etc. the various Windows splash screen modes. This is what the ArcadeVGA has done.

I've heard running crt emu crashes hyperspin.
What about running windows in low resolution mode? 640 by 480? Not low enough for mame?

Nah that's too high. Most arcade games are around the 320x240 size.
