Everyone seems to point to pulling the ground from 27 and moving it to 28. I can't read the numbers or letters on my harness, but it seems to me that the 28 is grounded on my harness. Also, why is the joystick registering under the test screen, but not when the games starts running?
I've only got 2 buttons, how can I add coins or change the option to free play when the setup requires a button "c" to change it?

Not sure we can be talking about these boards here, according to the forum rules (http://arcadecontrols.com/arcade_message_rules.html), but I do know that these chinese boards have different pinouts than standard JAMMA. You might want to do a google search on that yourself, since it's iffy that it can be discussed here.

Your problem is that your board is not set to Free Play by default. The reason that you can't start a game because you haven't entered any credits. I think that there's a setting for free browse when you are set for coins that would let you move through the menus. To test this out ground your player 1 coin wire to add a credit. Then you will be able to use your controls.
To set Free Play you need a button "C" which would be Player 1 button 3. There's no way around it besides just manually grounding that wire during configuration. But your best bet is to just hide it inside of your cabinet.
