Title: Taiito Type X Game Loader all RH.exe - Translation or guide/tutorial??

Hi, I stumbled across the Taito Type X game loader all rh.exe but it's all in Chinese or something. Does anybody have any translation of the text? Or perhaps a description of how to use it??
