John Elway's QB on any system and Capcom Football on the SNES are in the bottom 2 for sure.

Elway was laughably bad. We used to get down to like the 1 yard line to score, hike the ball, run 99 yards all the way back to the other goalline, and THEN throw the ball. It would travel the length of the field like a normal pass and then get to the receiver. Good times!

NFL Quarterback Club by Acclaim for the N64 was pretty bad. It was almost impossible to run the ball. Tecmo Super Bowl for the NES is still up there in terms of fun and overall gameplay. It's so popular that people still hack the rom so you can play with current rosters.

Madden NFL 2001 is a pretty good game, and so is the NFL Blitz. Then there's this one called GameDay Heroes (https://play.google.com/store/apps/details?id=com.KnowledgeAdventure.NFLHuddle) which my son loves, and also the Mutant League Football.
