Title: K7000 frame ground?

I'm troubleshooting some arcing issues on my 19" K7000 with isolation transformer....is the frame supposed to be connected to an earth ground?  Mine is not.  Other than the arcing, the monitor works great (needs a width coil/cap solution, but that's another story). 

I've read a lot of posts about the arcing problem, but none mention earth grounding of the frame when there's an isolation transformer involved.

Well, after more google searching it seems that, for the most part, the monitor frame should be earth grounded, even when there's an ISO.

But, when I lightly touch the frame with the ground strap that connects various other components like the coin door, main power switch, and the base of the ISO, I see very small arcing between the frame and the threads of the braided strap.  That can't be right.  Right?
