Any advice on where I can find one? Worse comes to worse, I'll make my own, but I'd like to have the the "real" plastic kind with the bevel edge into the screen, instead of just flat plexi with a hole cut in it.

While we have wonderful people like Oscar and Andy creating some much needed hardware, I haven't seen anyone supplying odd sized bezels for the community.
Your basic options are Happs, Bob Roberts, Arcadeshop, etc. and I haven't seen anything there except the normal 13, 19, 25 and 27" bezels. Since these are the sizes of the arcade monitors, I wouldn't expect anything else. You might try cutting down a 25"
-- As silly as it might sound, one reason I went with an actual arcade monitor was due to the difficulty of fabricating an authentic looking bezel. My friend went with an S-video TV and pleix glass and while it looks okay, it doesn't have the right look.

That said, I just realize that my Nanao monitor is 26" and has a 26" bezel, so there might be something out there.

Many games didn't have the plastic bezel. They had artwork printed on the back of the glass for a bezel. I've painted the back of the glass black for a couple projects and I think it can look pretty good.

You can't cut down a 25" bezel. The hole would be too big, there is no way to make a hole smaller by removing material.
As far as bezels go, if you don't have an actual arcade monitor or decased television in one of the EXACT arcade sizes, then you will never get a bezel to fit. You see those bezels are the exact size and curvature to fit the tube. They don't fit computer monitors, they don't fit tvs that are already in the case, and they don't fit flat tubes, or any tubes with nonstandard curves no matter what you do.
With ALL that said, if you can locate one of the cardboard bezels for the old 23" black and white monitors, then you MIGHT be able to cut that down to fit, but you would be more likely just to mess it up.
