Hey guys
Anyone know the value of R35 on the neckboard? I have blue, grey, silver, gold which gives me 0.68ohm 5%. When
I measure with my multimeter it beeps open...maybe the value is so low that it's seen as open?

beeping means a short, not an open.
And I wouldn't use continuity to check resistance, for exactly the reason you are experiencing.

R35 feeds the tube heaters - does the neck glow ?.
Favourites for going open circuit are R36 and R235.
