Its not hooked up to anything, and I see nowhere for it to connect.

I'm sorry but I still have no clue what you are trying to say. I can't even tell if you are looking at the same picture that I am or not.
I just want to know what this board is for, and why it isn't hooked up to anything.
If this is some sort of surge suppressor, why is not hooked up to anything?

OK, now we're getting somewhere. Your original response was about 50yrs experience more than I have.
So this board was disabled by someone previously, and its used as a surge suppression board.
Thank you, that was what I needed to know.
