So it's not 4:3 (5:4) but it's pretty damn close. GREAT viewing angles because it's IPS (178x178)
Dell P190S and P1914S 19 inch VGA, DVI, Display Port, USB hub built into it. 100 day warranty.
Manufacturer refurbished. Seems to be a great choice for budget cab builders if you can't find anything decent on Craiglist.....

EDIT: P190S has 5 MS delay. Would probably be a better choice for a build.

$70 For a refurbished 19" is a bit high -- Esp once you add the $20 shipping and $8 tax - they want. Figure I just recently bought a Dell 1908FP from Arrowdirect.com for $32 shipped when they had a 50% off coupon code the other week and a 2001FP (which is also an IPS screen but 20.1" 1600x1200 ) for $38 shipped.
Unfortunately the sale ended so you would have to wait for another coupon code (right now they offer 40% off of and free shipping Lenovo products using "Dealnews" code) so if you can find a lenovo brand monitor from them it's a pretty good deal if you are looking for one. (currently all they have a widescreens but they get stock all the time.)

Did not see the shipping charges, and yes, that does kill the deal a bit. I just haven't seen any decent non-widescreen IPS panels in a while anywhere.

Yeah they are getting harder to find but as I mentioned arrowdirect.com is a pretty good site with decent prices that does refurbishing and has some good prices when they run their sales (last month they had their monitors marked down 30% and then had a coupon code for another 50% off so they had some really good deals (also they only charge $8.99 shipping on monitors and systems or $5.99 on laptops) The only bad thing is they do not list many specs so you have to look at what they have and then check the specs elsewhere.

You should double check because I believe the P190S is a TN panel. At least the ones I've purchased in the past are. I know Dell used to be in the habit of mixing different panel types under the same model number. However, If you are looking for a good 19" IPS panel I did find one that is currently being made, the LG 19MB35. It is a commercial monitor, but you can get it at newegg for $160 new. I did buy one and it is inface a IPS panel with awesome views from all angles. And it looks much better than the PVA panel it just replaced! I mentioned it in the thread on the monitor forum here: http://forum.arcadecontrols.com/index.php/topic,141208.0.html (http://forum.arcadecontrols.com/index.php/topic,141208.0.html)

Pretty sure you are correct about the Panel switch by Dell the originals were IPS and then they switched providers after release and also switched to TN under the same model name (IIRC most IPS panels are not close to 5Ms response times (more in the 20-30ms range) which is still fine for MAME, as they are more focused on image quality and color correctness than resonse time speed.

The lg 19MB35 I mentioned is a 5ms IPS panel. Still have to test the lag though, but i can't detect any durring play.

Yes but LG's marketing measures reponse time in GTG where others use Black to White to Black which would always be longer so the reported time is a bit misleading.
Response Time 5ms (G to G)

So does everybodys' marketing. Even the Dell's mentioned previously.
