I have a fully functional J-Pac and ArcadeVGA 3000 PCIe card.  I bought them both new at the beginning of the year and as my project progressed I decided not to use the arcade monitor and I'm going to use an LCD.  $100 + $10 shipping and they will arrive bundled up nicely in a package on your doorstep.
