how can I post a picture?

The way I usually do it is upload the photo to a photo site, like photobucket.com or imgur.com, etc., and the site will provide you with direct links to copy/paste into your posts.

Attach it using the button in the post options as highlighted in the pictured above. For projects, start a post on this thread and then attach your images:

Then to attach it inside your messages, click on this picture in the when you post and put the link of your picture inside the brackets that appear in the text box:
(http://forum.arcadecontrols.com/Themes/default/images/bbc/img.gif)

It will look something like this:

Don't do this.  Please.  There are countless threads rendered useless because of this.  When you use an outside photo dump you risk the site changing their links, accounts ending/canceling, services ending, etc...  Either attach them to the post itself or attach them in the threads designated for just thus purpose.

+1 on what Slippyblade said.  Upload here and your picture will not end up as a dead link when the upload site goes away or changes. (They all do)
