Hey there all, good to be back!
I am helping a friend get an all original Asteroids cab repaired after a few years of clean running, and could really use suggestions.
ISSUE: marquee lights come on but NO screen action or button lights
I assume try res-seating the pcb? check power board connections?
In honesty, I'd like suggestions for 'bullet-proofing'/updating cab to get flawless performance?
Thanks so much!

Marquee lights on original games are usually run straight from the 110v source, so that sounds about par for the course. It's not playing "blind", so the monitor can probably be removed from the equation.
Check any and all fuses for continuity (power off, of course) and if they are good, see if the power supply is putting out the correct voltages. It may all check out fine, but it's where I would start with a "dead" machine.

You need a multimeter. Without one you can test essentially nothing.
Asteroids can also be a difficult first game to fix up and there isn't a huge price swing between a dead one and a working one, just keep that in mind.

This, check it with a multimeter. This video below is very detailed and may help you out.
