So I want to help my little brother out and put a PC in his Martial Champion cabinet, I'm not so concerned with having the Martial Champion PCB still playable as it is a pretty ---smurfy--- game and can be emulated without much effort.
What I need is a way to interface the cabinet buttons to the PC and a way to get the VGA signal from the PC on the screen. I already have a PC setup for hyperspin and a pcb-less JAMMA cabinet.
I was hoping to avoid a method that uses soft 15khz, preferably I'd like to use a VGA converter that will scale any output to 640X480 interlaced, to avoid the risk of a 60Hz windows bootup screen frying his CRT chassis.

But will this handle the VGA -> CGA resolution step-down? Or will I still need soft15KHZ?

I'm using the GBS 8100 converter, not sure differences with GBS 8150, maybe outputs?
