Form what I understand there are 2 distictive cocktail cabinets. There are those like Pac Man that are wooden all the way to the floor and then another type that has the metal legs.
The hight of the Pac man cabs looks kind of high, were they designed for standin or sitting play?

There are many different cocktail cabinets. The most popular is the pacman style.
I want to design my cabinet around the Atari Football look which many games used.
Most cocktails are designed to sit at.

Games like Atari Football could be configured to either standup or sitdown mode. They have a removable base at the bottom the can change the height dramatically. (My Time Pilot can also adjust up to standing height).
Games with metal legs are not the best choice for Mame, as there is almost no room inside the cabinet at all. You can barely cram a 13" monitor and a single board PCB in there, much less an entire computer.
On an unrelated note, I got the play the sweetest all original Atari Football saturday, I really should have bought it.

I remember seeing the "big kids" play this game at Circus Pizza when I was little. They used to beat the holy hell out of the trackballs...

Oh, an to answer the question we all missed.
Midway style cocktails (Pac-Man, Galaga, Galaxian, Rally-X, and about 20 others) were designed for sitdown play. The design was pretty nice, having the wood go all the way to the floor allowed them to use a 19" monitor, while most cocktails that have metal legs only have a 13" monitor.
