I have a control panel all ready to go for my cabinet, but it just has two small wooden slats at the end and when I try and slide them into the one slat on the cabinet it doesn't hold well at all. I've attached two pictures and am wondering what the best way to attach this control panel is?

Without pics we'd be making stuff up. Break out your phone, snap some pics, and post em. Then maybe we might have some ideas.

Is there any kind of box or structure underneath the panel or is it flat? Also, were those little tabs I see under the TV supposed to support the whole thing?
Oh yeah... a VHS player? Wow. Haven't seen one of those in years!

There is nothing underneath the panel that supports the tv. It is totally flat. Regarding those tiny tabs supporting the whole console, I really don't know. I bought this cabinet from someone else... It will hold the joystick console in place, but once you put any weight on it, it just slides forward and slams against the cabinet.

How about some pictures with the CP removed so we can see the underlying structure that the cabinet has.

Good idea. Here's a picture of the cabinet under the console and of the underside of the console. The two walls of the console that are on the far side (the side right below the tv when in place) are the only points of contact with the cabinet below.

Funky. You've got a normal CP box minus the bottom. Most CP's along those lines are an enclosed box and the top panel is hinged so it opens up. Then the box gets attached to the body of the cab...
In this case, I'd put a couple of strips of wood on the inside of the cabinet where the CP meets it so they stick up about an inch. Giving you a lip that the CP would brace against.

That is one funky design. I would either build a slate system like the previous post or enclose it.

Not really, more like across the top, to bolt on to the sides. You don't have a bottom to your control panel enclosure so I would take two pieces of wood (1x2's or 2x2's) and cut them to the width of your control panel, and then lay them on top like rail road tracks Then they would secure to the cabinet and the control panel would secure to them. I'll try to draw it out tomorrow on sketchup.
