Title: Xbox 360 MK Fight Stick Changes p1 p2 Randomly at PC Turn on

I have two MK Fight Sticks on my arcade hooked via USB to my laptop. When I turn on the system, I never know if the left side will be player 1 or player 2. How do I stop this from happening!?!?
