I picked up a Pole Position in really nice shape for $100. It coins up and you can hear it playing but the monitor is just a blue screen with some horizontal lines every 2-3 inches. I tried adjusting the monitor via the controls on the back but to no avail. The monitor is an Electrohome G07. Does anyone know if this is a monitor problem or a video board problem? Thanks in advance!

Likely you have a monitor problem. I would suggest installing a capacitor kit (a.k.a. "get well" kit) in it. You are lucky your Pole Position had an Electrohome monitor in it as most PP games came with crappy Matsushita monitors.

If you have access to one you might also try hooking the board up to another monitor to make sure it's not the board feeding the monitor garbage (just to be sure...).
