Not sure if this is asked before or if it is in the right forum but are there any differences between the same game but on a different console?
Like for for Street Fighter II it is on SNES, PC, Xbox, arcade etc. is the game play, graphics, etc. the same? I'm sure the moves should be the same but would there be any differences? This also goes for other games like Street Fighter 4 a game I'm looking for but would like to get this clarified first.

There are usually differences and they can range from minor to significant. Usually changes come in two forms:
1) Technological limitations of a specific platform; usually this means things like graphics, sound and music will be downgraded on technologically inferior systems; or vise-versa improved on technologically superior ones. Controls can also change where games are ported to systems with more limited control schemes (i.e. Genesis w/ the original controllers for example).
2) Content changes; this can include various things. For example, the blood was removed from Mortal Kombat on the SNES to make it more "family friendly". And a couple extra levels were added to the TMNT: The Arcade Game for the NES because, well, just because.
