Title: Sega model 3 scud race/daytona 2 running slow, help please!

Dear forum members,
little help guys. My laptop is running star wars and lost world fine, but I know that scud race needs some messing around in order for weak processors to work. It says the default is 50 mhz, and it suggests underclocking the pc, in order to eliminate slow down. Ignorant question, how do I do that? If I lower to 25 mhz, would it work, and is there an easy way to do it (maybe through the config.ini file?) Any help is much appreciated!
