Ever since I upgraded to the newer HLSL in MESS .149, I've been trying to get a sharp picture but haven't been able to. I've removed all the blooming effects and just want basic settings with no blur or effects. Is there something that I'm missing that has to be on?
The whole image is fuzzy compared to non-HLSL which is sharper. I don't have any filters on or anything.

Post your HLSL section from your MAME.ini file. That will help a lot.

I'm actually using a CRT for HLSL. If your wondering why it's because I'm emulating the Atari Lynx portable that has a resolution way too low for a regular CRT. So I just have the resolution doubled and the scanlines are only half of what they should be leaded to blocky picture. In HLSL it can emulate the scanlines at any resolution and the Lynx games look MUCH better, except for being blurry than normal.
I don't want any special effects since I'm already using a CRT. Just want a vanilla non-blurred screen.

No he wants to use hlsl, just without any blurring effects, which totally defeats the purpose.
I understand the situation but what you need to understand is that hlsl isn't meant to do what you want it to do. I mean technically it might be possible to use hlsl effects with zero blurring, but I doubt you'll get a 100% crisp picture. You don't want to use hlsl, that isn't going to get the job done. What you need is the "effect" command, which will load a png mask over the running game simulating scanlines or whatever you desire. There are tons of pre-built masks out there or you can build your own. Good luck!
