Hmh. I have this shoe rug sitting on top of the carpet, and the rug just loves to slide around when I step on it from any angle. I thought of using the tacky side of velcro to face the carpet, but that didn't work. Any ideas?

Double sided carpet tape? I know it is meant for under a carpet, a little bit could stop the skidding on top of a carpet.

The second thing that Drnick posted is what you want to use. Lots of stuff will work of course, but you want to use something gentle that isn't going to ruin the carpet underneath. Carpet tape will work, but when you have to pull the matt up it's going to tear the fibers out of the carpet. That stuff is really sticky.

Target, and many other places, sell these no slip mats that are just for this purpose.

What? You want to protect the carpet? :lol Yeah, I wasn't clear with my carpet tape suggestions. I was thinking a little square of tape in the corners and middle. to just keep it from sliding or the corners picking up. Not enough tape to grip fierce and ruin the rug. I'm only suggesting that above those rug grip things, because in my experience those things make the rug less comfortable underfoot.

Yeah I know, it's going to pull the fibers out. Anything that's tacky enough to keep something from slipping on carpet is tacky enough to pull it up. If that isn't an issue then go for it.
The rubber gripper matts that the others have linked to are really your best option. You can't tell they are there on hardwood floors, so I think it'll do fine on carpet.

I don't know as any of those will work, because they're rubber -like. Great for hard floors. Maybe spike one inverted, and glued to the underside of the shoe rug. There was something similar I saw at Wal or HD that was a set of small spikey squares, but the spikes were like an inch tall. Perhaps cut down to a quarter or less, inverted, and glued.....
