Title: what website had the search engine to locate games with specific controls?

I can't remember. There used to be a site where you could search for compatible games based on controllers. Was it Maws? Is Maws gone?

It WAS MAWS, and sadly hasn't been replaced yet.

damnit.... so, what is everyone using? The only thing I can think of is to put everything in Windows based mame. It had a decent way of segmenting the data

It's a PITA but you can start sorting via romlister then weeding it down.  It's not ideal but...

What would it take to build a new MAWS?  I could certainly contribute some time, code, etc

Although it's not MAME specific, you can use KLOV/International Arcade Museum:
