Hello i recently bought a neo geo mvs motherboard from ebay that was marked as working
and when i remove the plastic cover to clean it from dust I reliesed this

can this short a circuit?

Looks like a nasty solder splash there.
Have you tried GENTLY scratching with your fingernail at the edge of the splash, going in the same direction as the traces?
If you're lucky, the splash may not have adhered to the traces.

i removed it successfuly with a small peace of wood, unfortunetly i couldn't put my nail on it the space between 2 ics is very small..

Looks like no traces were damaged, so you should be fine.

that solder would hav no doubt shorted those tiny through holes together.
nice catch! glad it worked out for you.
the 1 question I would have now....what has been fixed on it?!

what do you mean? nothing was wrong i think, nothing was fixed

Lilshawn was asking what was fixed because of the huge solder splash.
It definitely didn't come that way from the factory, so someone was soldering something near enough to get that splash on the board.
Given the size of the splash and the fact that the components are surface mount, I'd bet that the splash was caused by soldering on something other than that board.
