what does one do before compiling mame to remove drivers?
im looking into building mame for just st-v in the hope of a speed increase.....

Your are out of luck unfortuantely.
Removing drivers doesn't increase speed in any way. I suppose you MIGHT get a little boost in terms of the time it takes mame to load, but that's about it.
Think of it this way. Let's say you have a bunch of pc games on your computer and one of them is running slow. Does removing the other games make it run any faster?

Yeah, there's probably a hacked build that might be playable on lesser hardware.

I've done it, it is not really smaller or quicker, I did it just so the .exe and exported xmls were only for the list I wanted. I had a very weird specific reason for doing it, most people would not benefit from it. It will bork most normal MAME tools and cause issues with child/parent dependencies in frontends.
