Worst case scenario -- If none of the VAPS/KLOVers will help, you might be able to adjust perspective on the photo like the attached file and vectorize/resize/clean it up.

It looks like a simple enough design to repro if you know the overall panel measurements, but I'm not that good at this process.

I already did that with one version I posted on the MAME forum, but this doesn't have enough detail to make out the button symbols and a few other things.
