Title: free, easy GIF editor?

I'd like to add a small GIF to my MALA layout, but MALA requires it to be the same size as the entire friggin' screen.

Is there any free software out there that I could use to easily resize the "canvas" so that the GIF is still small and in the place that I want it?
(preferably with a transparent background)

Looks like paint.net can do what I want with a little bit of setup.

I need to learn some other software, but it always seems to be able to pull off what I want to accomplish.
