I purchased a paradisearcadeshop PS2 trackball for around $25. Overall, I am pretty happy with it given its low cost and the frequency of how often I'll be using it (semi-rarely).
One issue I have is that the LED will not turn off, even when the pc is turned off.
Is this something that can be adjusted with a bios setting? I was looking through all the options but didn't see anything that would apply to PS/2 power. I could do a hardware mod, but would like to avoid doing that if possible.
I am using an award bios. Boot from mouse is already set to disabled.

I have the PS/2 IPAC encoder and I have the same problem. I was never able to find a solution. Good news though.. I've been running my cab with it in there for 6 straight years. No problems!

I ran into the same issue a while back with my cab.
In my case, I'd powered the LEDs via a USB port on an auxiliary USB card. It just so happened that that card supported what it called "USB Charging".
What that means is that even when the PC is off, there's voltage on the USB port. This is so you'd be able to charge whatever is plugged into the port even though the machine is off.
For some things, that's great. But if you happen to be powering lights with that port, it's not so great.
The easiest thing to do is not use a USB port for 5vdc. Instead, use one of the power cables that come straight out of the powersupply.
There MIGHT be a bios setting for selecting whether you want the usb port powered or not when the PC is off. Mine didn't have that.
You can also try switching USB ports. I've found that even in the same machine, the ports behave differently. In my case, the ports for the FRONT of the machine stayed powered up. Those in the back did not.

Im pretty sure that trackball from paradise arcade is the same one from sparkfun.
I bought one from sparkfun and noticed the leds (there are four of them inside) stay on when machine is powered down.
I plan to hack mine so I can turn the lights on and off through either the serial or parallel port automatically, based on whether the game needs the trackball or not.

the PS2 ports stay powered on because they started making keyboards that allow the user to power up the machine by pressing a power button on the keyboard/mouse etc....(or other sequence)
check in the bios under the power settings and disable all that junk. also check the motherboard for jumpers. I know lots of boards have a jumper to change USB's from using +5VSB (5 volt system bus (on all the time even when off))or just straight +5v....an old p75 board i had at one time had a dip for the keyboard/mouse connectors to switch between +5V and +5VSB. There was actually a warning stating that your power supply +5VSB had to be a certain wattage/amperage in order to use the function.
