Title: Sega Blast City, what's this behind my Marquee?

Hi all,

I picked up a sega blast city candy cab and wanted to replace the light behind the marquee, because the marquee was not lit properly. ( black square spot)
So I got the marquee off and found this behind it

And under it, there is place for a ton of bulb lights

I looked around the web but could not find any info about it, is it some sort of coin Led?
Can I hook it up somehow with a mame pc in the cab?
Every blast city I found on the internet had just a regular big tfl light behind it with no led counter.

When I picked the cab up, the guy I bought it from had a Metal slug Jamma board runnning in it and that led counter did not work, so does it only work on some games?

collectors over at AO forum will know but I think its for when the cabs are linked for VS games
