cant seem to get this figured out.
24" sony wega fd crt hooked up via component from a geforce 9800 gt. im guessing its a refresh issue but cant seem to get a setting that will work with it. currently its set to 640x480 at 59 hz. using win 7 i boot it up in low res mode each time windows detects the tv. cant seem to get tvtool to work to even see if that will help any (gives some wierd error saying i need to run as admin which i have set to do). just kind of stuck with this for the moment.

asuming you are talking about YPbPr analog component video.... component inputs only work at very specific resolutions. (due to the nature of the specifications of high definition video.)
likely your tv will only display 480i, 480p, 576i, 576p... possibly 720p but unlikely 1080i, 1080p or anyhing else higher
be sure you choose progressive or interleaved to match your tv's capabilities, and 60hz. there will be lots of options in your video card software for output. one card of mine, a radion 9550, I had to enable tv resoulutions in the catalyst control panel before the output would work properly.
