I have a chance to buy an Out Run stand up cabinet cheap! Are the original controls (steering wheel, shifter, pedals) adaptable to interface with a PC? Has anyone done a similar build?

A-Pac from ultimarc is all you need.
Just hook it up to the potentiometers already on the controls.

The only issue with the A-Pac is that it will be seen as TWO controllers, so you may have issues with pc games that don't allow more than one controller.
It isn't an issue with MAME, Model 2, or Supermodel.
The U-HID would be ideal, but is more expensive.

If you're using an old PC that has a gameport, you could swap out the potentiometers for 100k ones and wire them to that.

Probably not an entry-level project, but it's even possible to hook up the lights and shaker motor using MAMEhooker.

It's possible to combine multiple joysticks together into a single controller, but it's not the easiest thing to do. If you end up needing that route, you will need PPJoy and possibly GlovePIE.
Before you go to far, make sure you read BadMouth's thread on driving cabs and understand what kind of controls you have. I think you will have a 270° force feedback wheel in an OUt Run cabinet. I'm not sure how the pedals or shifter are set up, but that will also make a difference in knowing what will work. In any case, that wheel will be really nice for PC driving games! Be aware that you cannot play 360° games (Offroad, Sprint games, etc), though.
