Title: help: applying a diff patch not working for me

I need help to apply this diff to mame.143. It comes from here

I've tried with MAME compiler by Headkaze and official mamedev patch tools with no luck (win 7-64 bits)

I would like to get the system16b.c file patched

Is there someone kind enough to patch it for me?
