Those are not exactly what you want. You probably would be best served by going with a card that comes with it's own adapter, like this:

Will that card allow to me to run ROMs that use the graphics card? I'd like to be able to run anything I throw at it.

your computer's CPU is responsible for 99% of the performance in MAME, not your videocard.
the card was offered up as it comes with it's own specific adapter.
those universal ones are often a crap shoot whether they will work with your tv/card combination. the videocards that come with their own adapters DO work.
