I am currently using a RGB scart TV for my groovymame output, driven by an ATI card and was wondering if this monitor could be used with the RGB BNC's, it seems like it syncs on green, but also has an external sync input.

Looks like it will accept either SoG or TTL level composite sync (i.e. what arcades generally use). There's a 4th BNC connector over by the RGB inputs that appears to be labeled "SYNC" in the blurry picture of the inputs.

You should be able to easily connect to this monitor and use it as an authentic arcade display. You will need a VGA to RGBS cable like this one. It's also called a VGA to 4 BNC cable.
