Almost there!!!!!
But before I begin wiring, figured I see if this is the practical way to do this:
My panel has a player 1 8-way, a player 2 8-way and a dedicated 4-way.
When wiring the Player 1 8-way and dedicated 4-way, do you wire them to the same inputs or do you wire them to
their own inputs?
It would seem that wiring them together would mean that you don't have to go into every 4-way game and
configure the controls for each one.
Thoughts on this?

All depends on how you want to wire it up. You can wire the 4-way together with the 8-way if you're not worried about nudging the other while playing. Or you can wire them seperately and configure the inputs for the 4-way games.

Have you considered to put in joysticks that can switch from 8 to 4 way?
There are joystick that can we switched very easy (pull and twist), without open the control panel...
Everything that will take you away from the Frankenpanel path should be considered IMHO :)

Or you can put in a switch (spdt) that switches the ground from the 8 way to the 4 way. This way only 1 joystick is active at a time so the other stick cannot interfere.
