Anyone know what is causing the phenomenon in the video below?

The monitor is a NANAO MS8-26SU.

changes in beam current (crt) is affecting the regulated B+.
this will be more noticable with the dark (low beam current ) background shown.
all crt sets will exhibit this to some extent.
excessive distortion can be due to poor regulation . or in the case of blooming, a weak crt ...

a weak main filter cap can cause all sorts of weirdness like that.

it's the biggest 220 or 330uf 2/3 or 400 volt cap on the board.

That looks excessive to me. I bet theres a cap in the pwr supply thats not doing its job.....
