I just bought a non-working Neo Geo 4-cart cabinet for a mame project. It has a 25" Philips monitor, model M08X. I don't know if the monitor works, but I would love to use it if I can.
When I plug the cabinet in, the monitor sounds like it gets power, the 1 and 2 player lights come on and the coin door lights come on, but that's it. I get nothing on the screen and it doesn't register coins. There is one cartridge inside, Fatal Fury Special.
I'm not very familiar with Neo Geo cabs... What do you think the best/easiest way would be to test the monitor?
And is the cartridge worth anyting by itself?

Does the neck on the monitor light up (look in back, not in front)? If so, then it either works, or at most needs mild repairs. The monitor is likely not the problem in that game, else it would still play blind (games USUALLY only have one major thing wrong with them, because people tend to stop using them once they break).
Your problem could be a faulty (or incorrectly adjusted) power supply. Actually, that would be great if it is, because that would mean that you valuable 4-slot neo geo board may still be good. So, maybe even before you try a JAMMA board, try adjusting the knob on the power supply. If you have a multimeter, then use that to tune it in properly. If you don't have a multimeter, then just try turning it slightly up a bit at a time, and then slightly down a bit at a time, turning the cabinet on again after each adjustment.
If that don't get it going, then I would buy the cheapest working JAMMA board you can find on ebay before you do anything else. Use it to test your cabinet out. If you can't get that one working either, than it is likely the power supply.
Or, if you want to kill a few birds with one stone, then just buy a JAMMA board a power supply, AND a monitor cap kit all at the same time. That will probably get you going. Oh, and it sounds to me like you just listed your make of tube, and not your make of monitor, the monitor model should be on the monitor PCB, and not on the tube.

Since you bought a non-working game, chances are the board may not work. :)
Try turning up the brightness or screen control on the flyback to see if you can get any type of raster out of the monitor. Can you see the neck glow if you turn the lights off? If you can hear the high voltage whine, then at least your flyback and voltage regulator transistor is okay. The Philips label is most likely the tube, do you see a label on the chassis anywhere?
Can you hear any attract sounds? Check the cabinet wiring to make sure the coin door switches are connected. Double check all the wiring to make sure you have good grounds everywhere.

Thanks for the quick replies! The monitor is a Wells Gardner 25K7193. There is a high-pithced whine coming from the montitor, but I see no glow or light at all from the back of the monitor. And I don't hear any attract sounds...

Test the F1 fuse on the chassis. If it is blown, then you most likely need a new horizontal output transistor (HOT). You can test the HOT with an ohm meter by putting the black lead on the chassis and the red lead on the HOT housing. If it reads 0, then you need a replacement. It should read high or open resistance.
Also check the D19-D22 diodes if you have a multimeter with a continuity or diode check. These diodes can fail due to a power surge or spike, and it doesn't necessarily mean there is anything wrong with the monitor.
No attract sounds at all? Methinks you might have a bad board. You should be able to hear the NeoGeo "ding-dong-ding" startup sounds assuming the cabinet speaker is connected and working.

You have a 4-cart Neo-Geo cab with non-working Wells Gardner 25K7193? Are you my twin brother or something?? :) (Although, I *do* get sounds, and it does work with a different monitor, so in my case, I know my monitor is blown.)
I also think it's likely that the gameboard is shot, although it might be the cart. Do you have any other cart besdies Fatal Fury Special to test it with?
