Title: Hardware recommendations?

I need to get a mother board with a PCI-E x16 for the Arcade VGA,  can anyone recommend one-cheap without being cheap...in other words good but low price.  At the same time a Processor.  I know MAME itself can get away with a low end computer, but I was going to run several other emulators as well.
