I used photo shop for the graphics and button halos and such
I know there was a guide somewhere on how to do it but I can't find it now
If I remember correctly kenevil had it on his website

For the drilling template and component layout I used illustrator
The learning curve was slow for me but it did everything I wanted

Cheap option with all things covered (CAD accuracy, vector and bitmap editing) is CorelDRAW I guess. The stubborn not-knowing-better pro's will use the tied-in with Photoshop sale Illustrator, and those knowing better still have a copy of Freehand around. :)
