I have a CP that has somewhat awkward dimensions (14" X 37"). In the process of building my first MAME cabinet and I'm starting to run out of spare cash near the finish line, anyone know where I can get the cheapest black generic CP overlay that will fit my dimensions?

Have you already wired up your CP? Just asking as I'm curious if all artwork/laminate etc MUST be applied first before any wiring or if there's a tricky way to wire up the CP and then apply artwork etc later.

Depends on what you want to pay. You can get a great one from gameongrapfix.com, formerly mamemarquees.com or go the shelf paper route. I would save up to avoid the shelf paper route. You have to look at that thing every time you turn on your machine. So do all your guests.
Technically, artwork and laminate does not have to be applied before wiring the CP. Generally speaking, it would not be a good idea and would likely involve rebuilding the entire control panel. It's not that difficult to do if you must; a couple of hours maybe. Unless you won't mind a bunch of ugly cut lines all over the artwork and overlay anyway.
