ArcadeVGA, or through software with Soft15Khz or PowerStrip.
There are several cable patterns - i've got one that only works with powerstrip, others that work with ArcadeVGA or Soft15Khz.

yes, you need specific software or an ArcadeVGA AND the Cable :)
The VGA signal is 31KHz and the SCART accepts 15Khz...
The safest way is with an ArcadeVGA (you can even see the BIOS booting in the TV).

ArcadeVGA is sold by www.ultimarc.com (http://www.ultimarc.com)

Soft15Khz is FREEWARE and available at http://community.arcadeinfo.de/showthread.php?p=59291#post59291 (http://community.arcadeinfo.de/showthread.php?p=59291#post59291)
Soft15Khz thread is this forum: http://forum.arcadecontrols.com/index.php?topic=66402.0 (http://forum.arcadecontrols.com/index.php?topic=66402.0)

PowerStrip is Shareware and available at http://www.entechtaiwan.com/ps.htm (http://www.entechtaiwan.com/ps.htm)

I use Soft15Khz in my cab and it works great with all ATI Radeon Cards I have.
