Title: Name this beat 'em up

My friend was asking me to get a beat 'em up that he played back in the day. Apparently its a co-op game like final fight, but then you fight each other at the end of the game. Anyone know what its called?

Streets of rage? but i think that concept was in other games as well

yeah double dragon. I remember getting to the end and stomping my cousin like a narc at a biker rally.
