Is it possible to connect a DVD player with Composite and Component Video out to an Arcade Monitor for testing purposes. I want to see if my JAMMA Game Board is bad or if the monitor is bad and I don't have a known good board.

to test your CGA monitor,
1. use a pc with DOS as yopur OS
2. Make a VGA breakout cable (click in the button for diagram)
3. setup ArcadeOS or Advmame (other DOS FE that works with Arcade Monitor) boot straight to FE
To test the monitor in a not to safe way, just use a Breakout cable, connect to the monitor turn pc on and if you see DOUBLE IMAGE on screen, monitor is GOOD.
Just turn off right away after seeiung image. This should not hurt the monitor at all (just for that few seconds)

Nice, what is it about DOS that allows you to use an arcade monitor, I remember reading that it's not safe to show the POST and BIOS Boot Up screens, is this true?

It's unlikely to damage the monitor unless it's a grossly out of spec signal and/or stays there a long time.
