Insert a coin or put it on free play via the dip switch. Menu does not allow use until a coin is added.

I am having the same problem. Is this true even in test mode? I have no controls at main menu or in test mode.
Monitor is through VGA and power supply is through an ATX so the controls are the only thing tied to the Jamma harness.

Check your ground from the control panel back to the Jamma board.

Will do. I am also going to try the test switch to see if it isn't activating so I can't get in to the free play dip switch. Thanks a lot. I've at least got some things to check now as I was stumped.
Edit- For anyone searching like me, and inexperienced like me, my cab only had 1 fire button hooked up. In order to get into the test menu to get to free play you need to use the 2nd and 3rd fire buttons. Use the wires to get in to change to free play. Problem solved

You may also want to grab a jumper wire and connect the ground on the board to a button and see if it activates. That'll eliminate it being a harness problem.

agreed. I ran power through jamma despite the molex connection, I'd advise the same for you.

Sorry, let me rephrase that.
Use a wire top jump from the ground connection on the jamma board over to a button connection on the jamma board.
That should immitate a button press for that button.
I didn't mean to jump over to the button on the control panel itself.

I read it as taking a small wire with both ends exposed and touching 2 pins on the jamma harness (ground and P1 coin, for example)

Bingo.

Thanks everyone. Turned out I just didn't know what I was doing. :dunno

Everyone has to start out somewhere. At least you got it working right?

EEEEKK Opening the coffin on this thread because I am lost and frustrated. I too have the same issue. I have a Mikes arcade Pac man to Jamma adapter and a 60 in 1 i-cade board in an original midway Pacman that was unmolested with a retro arcade power supply. Everything is supposed to be plug and play.
I have power and sound in the machine but absolutely no controls. I am unable to use controls in the test settings for the board to set to free play.
I am able to add credits by toggling the factory test switch under the coin slot (which is very strange) other than that absolutely nothing.
I have been reading this thread and it sounds like someone used a jumper wire to create the ability to get into the test settings and set the board to free play solved this issue and eliminated any control panel conflicts.
#1 how is this accomplished (i sort of get it by what I read here) but anything clearer would be helpful
#2 how do you select free play if the have no joystick controls and you have to scroll down to do so.
thank you so much for your help!

you can flip dip switch #4 on the board to the on position to get to the options... but that doesn't cure your issue with the controls. you need to fix that issue first. make sure you don't have a broken ground somewhere. a busted ground will take everything out since all the buttons share a common ground connection.
there is a manual available in this thread here:
