Do I jump the Remote Power Switch prongs to get it to start up? (I dont have a case)
I need to test if the Power Supply I got is any good.

Yes. Anything conductive will do. I usually use a little flathead screwdriver, and touch it just lightly.

I can assume then, if it doesnt fire up, the PS is fried then?

cut yourself off some wire ... and strip both ends .... then look for the green wire (on the lead that connects to the mobo)
take that piece of wire you just prepared and stick one end up into the green wire socket .... now take the other end of that wire and stick it into the black wire (ground) socket right next to the green one.
if its a switched PSU ... just flip the switch and you should hear or feel the PSU fan kick on
if its not switched ... as so as you touch the ground wire the PSU will kick on
then you can check all your wires with a DMM to make sure the voltages are correct

Certainly sounds like it. If I had known that you wanted to test a PS and not the MoBo, I would have suggested Cisco Kids' suggestion.
If it's under warranty, get a replacement. If not, crack it open and take a look. Sometimes, they can be scarey in there. Like charred scarey.

Are Power Supplies reparable?
Fuses or something?

If you know what you're doing, then yes. If it's a cheapie, toss it and get a decent unit. I've seen my share of bad cheap units. The good ones may cost more, but they're worth it.

I'm gonna snip the wires and keep those, trash the rest. Just another one that works today
