Title: WG 27k7401 clicking help

Hello

Need a little help.  My monitor just clicks a little.  Neck will not glow.  It is in the Chassis board because I changed board and it glows now. I love trouble shooting so a little help would be great. Would a cap do this?
Should I recap and see what happens?

likely a shorted Hot (q704-2sc3686) also check c716,c107
