After all I had read on getting Street Fighter IV into a cab, I wasn't expecting this to be a problem.
I bought it off Steam not really knowing that Steam is like, an interface?
And it installed the game in some Steam folder on my comp. I cant seem to find the config file to adjust the resolution... the in-game settings have a slider bar for resolution but I can't slide it.
I had tinkered with the SF4 benchmark and was able to find the config.ini (IIRC_ somewhere in the AppData folder, but no such folder seems to exist for the game?
Also, in the root folder theres SFIV and the SFIV launcher with launches the game with a nag screen. I've seen that there are fixes for this elsewhere on the forums. Can I just take the Street Fighter 4 folder (the nearly 5 gigs downloaded) and copy it to my desktop? Or is there anything keeping it stuck in Steam?
Steam sucks.

Alright I take it back! Just shooting my mouth off. I don't know thing 1 about it. All I know is I could download SF4 that way, didn't want to get involved in some sheller/launcher business.
So any word on moving the program or getting into the guts to config?

There's this thing, it's called google...wonderful invention. :whap
I did a quick google search, and the first link I clicked gave me this:
To locate the Config file, you have to enable “show hidden files and folders”
because the AppData folder might be hidden. C://user/your user name/AppData/Local/CAPCOM/STREETFIGHTERIV/
If you have problem locating the Config file, you can search config using the search function, make sure Search Hidden Files and Folders is selected under More Advanced Option. After the search is done, locate the Config file (there might be many Config files depending on your computer) and make sure the Config File you selected or highlighted is in Capcom/STREETFIGHTERIV folder.
You should be able to change the screen resolution, FrameRate, Aspect ratio etc...
As for launching, steam is just a GUI. You can probably setup your preferred GUI (mala, or whatever) to launch the actual .exe file if you can find it in your install directory.

Right. I've successfully tweaked everything for the benchmark according to that info, but that file tree doesn't seem to apply to the game itself.
The game itself is in a steam subfolder, not CAPCOM/STREETFIGHTERIV , and I am showing hidden files, and I did a regular search (maybe it takes an 'advanced' search, I figured if it was displaying hidden files it'd also search them)
Oh well I'll keep tinkering.
Should I foresee any problems taking a game out of Steams subfolders and putting it elsewhere on my comp? say, CAPCOM/STREETFIGHTERIV ?
