Title: Need some help with CP artwork

Hi everyone,
 I want to do some artwork in photoshop for my CP, I know how to work with photoshop, the only thing I dont know is how  I can do a 28mm circle (for the  CP holes..) and if my CP size is for example 40cm width and 60cm height, I have to open a new file in photsohp with those size? and if so, when I want to print it how can I print it if its bigger then A4 paper? I want to print it because I want to put it on the CP and then drill the holes.
