P4 2.66mhz
2GB memory
300GB HDD
(I still need to get a decent AGP video card)
What do you think?

All classics, most 90s 2D games, a handful of polygon-based games, and a few CHDs. The stuff it won't run can be handled by other emus.

With a current build, probably not. A P4 is too weak, it will struggle even with things like Killer Instinct 2 and you're likely to be borderline on things like the 3-screen Buggy Boy and underpowered for some of the heavier 2D titles like the Sengeki Striker since the recent improvements.
Clock-for-clock a P4 is significantly worse than the Core2 chips, with the i5/i7 stuff offering a slight improvement over those.

i've had p4 2.8's running KI and KI2 with no problem. The key is to use Tiny/Micro XP and to have a decent AGP video card.

With a current build? They key is to use an older build in that case. Really, to get what the OP wants, pick up a Duo Core, install 64bit Vista or Windows 7 and run Mame64...

it was in the .13X releases. I think .131 or 132 recompiled.

Not bad - just goes to show you how much of a system's resources get sucked up with a standard build.
