i've removed the heat sink from my dell dimension 3000 so i could remove the system board and install into an arcade cabinet.
my question is, do i need to buy the glue and reattach the heat sink to the cpu or will the board survive in the cab without it?

You will get a few seconds (emphasis on seconds) of use from the machine before it literally burns up.
Replace the heatsink. Its there for a reason.

sorry about the improper placement of my post peale. i was figuring it was there for a reason. well ---steaming pile of meadow muffin---. this means i have to somehow arrange the pc innards inside the cab so that the heat sink is right in front of the fan like it was in the dell case, doesn't it.

This is what I did:

Also, the "glue" you speak of is not glue, but silicone heat sink compound.
And +100 what Sirpeale said about the heatsink

If you did not clean the thermal grease ("glue" in your terms), you probably have enough there to reuse it. I don't recommend doing it that way since if you don't get good contact the CPU is fried, but it can be done in a pinch. It's cheap (I have a bunch that was included with different things but have seen it sold for as little as $1USD), just buy some and be done with it.

Depending on the mother board your dell has in it (it list 2 models) you could just replace the heatsink that doesnt have a fan with one that has one built in

Low cost heatsink compound but works!
